Matthias Morgner is working with Berlin Economics since 2013 as a consultant and project manager. His fields of expertise comprise public administration, public finance and anti-corruption reform. Prior to joining Berlin Economics, Matthias Morgner has worked for more than 15 years in donor-funded technical assistance projects in Russia, Ukraine, Moldova, and Central Asia. He has advised, amongst other, the Ministry of Finance of Ukraine and was part of the team of experts who drafted the OECD Budget Review of this country. He holds an M.Sc. in Public Policy and Management (University of London) and has lived for more than 8 years in the Russian Federation and in Ukraine. He is fluent in Russian.
